The richness of Africa’s heritage at times stands in stark contrast to the economic, health, political and societal challenges faced. Development is essential but in what forms? For whom? Following whose agendas? At what costs? This book explores how heritage can promote, secure, or undermine sustainable development with special focus on sub-Saharan Africa, and in turn, how this affects conceptions of heritage. The chapters in this volume identify shared challenges, good practices and failures, and use specific case studies to provide detailed insights into varied forms of heritage and heritage defining processes on the continent. By critically analysing the often romanticised discourses of ‘heritage’, ‘community engagement’, and ‘sustainable development’ the volume suggests ways of harnessing aspects of heritage to tackle some of the socio-economic and political pressures facing heritage practices on the continent, including the legacies of colonialism.
For a long time, resource conservationists have viewed environmental conservation as synonymous with wilderness and wildlife resources only, oblivious to the contributions made by cultural and heritage resources. However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.
The Gullah people are one of our most distinctive cultural groups. Isolated off the South Carolina-Georgia coast for nearly three centuries, the native black population of the Sea Islands has developed a vibrant way of life that remains, in many ways, as African as it is American. The global community, dependent as always on the cooperation of nation states, is gradually learning to address the serious threats to the cultural heritage of our disparate but shared civilizations. The legacy of conquest, colonialization, and commerce looms large in defining and explaining these threats. The essays contained in this challenging volume are based on papers presented at an international conference on cultural heritage issues that took place at Willamette University . The conference sought to generate fresh ideas about these cultural heritage issues; offer a good sense of their nuances and complexities; and reveal how culture, law, and ethics can interact, complement, diverge, and contradict one another. This book seeks to accomplish these purposes. What it explores is the fact that, allong with an emerging blend of adversarial and collaborative processes to address cultural heritage issues, has come a substantial broadening of the normative framework in recent years. This framework now spans a welter of issues ranging from the creation of cultural safety zones during armed conflict, to the ongoing rectification of genocidal conquest during the European Holocaust and World War II, to the treatment of shipwrecks and their cargo, to the protection of folklore and other intangibles, to the promotion of traditional knowledge in the interest of biological diversity. All of these topics are controversial, as are the legal instruments that incorporate them, but the issues they embrace are vital to us all, whether our viewpoint is in the global arena, a national legislature, a courtroom, a classroom, an archaeological site, or a museum.

African Cultures, Memory and Space is an impeccable volume that powerfully grapples with a gamut of cultural heritage issues, challenges and problems from a vista of inter- and multi-disciplinary approach. The book, which is designed as a foundational text to the study of culture in ever-changing environments, makes an important argument that the dynamism of culture in highly globalised societies such as that of Zimbabwe can be studied from any perspective, but most importantly through careful examination of cultural elements such as memory, oral history and space, among others. Ever since the signing of the World Heritage Convention 40 years ago and ratified by 33 African countries, to date, only 43 cultural heritage sites have been successfully proclaimed as World Heritage Sites in Africa. These include archaeological and historical sites, religious monuments and cultural landscapes. This book is a re-evaluation of the nomination and management of cultural World Heritage sites in Africa from the late 1970s when the Island of Gorée of Senegal and the Rock-Hewn Churches of Ethiopia were first inscribed on the WHL until today. It considers whether a credible and well balanced WHL has been attained, especially in regards to the nomination of more sites in Africa. The book also examines the roles and contribution of various heritage organizations and African governments to the nomination and management of cultural World Heritage sites in Africa. Lastly, the volume also scrutinizes economic development, which may result from the nomination and successful management of cultural World Heritage sites in Africa.
The Encyclopedia of African Cultural Heritage in North America provides an accessible ready reference on the retention and continuity of African culture within the United States. Our conceptual framework holds, first, that culture is a form of self-knowledge and knowledge about self in the world as transmitted from one person to another. Second, that African people continuously create their own cultural history as they move through time and space. Third, that African descended people living outside of Africa are also contributors to and participate in the creation of African cultural history. Entries focus on illuminating Africanisms (cultural retentions traceable to an African origin) and cultural continuities (ongoing practices and processes through which African culture continues to be created and formed). Thus, the focus is more culturally specific and less concerned with the broader transatlantic demographic, political and geographic issues that are the focus of similar recent reference works. We also focus less on biographies of individuals and political and economic ties and more on processes and manifestations of African cultural heritage and continuity. Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island's widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell's PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.
Practical Considerations for Safeguarding Intangible Cultural Heritage examines theoretical issues relating to intangible cultural heritage policy and practice, whilst also proposing practical ways to facilitate the safeguarding of such heritage. Providing guidelines for best practice that take into account the constraints of the UNESCO-ICH paradigm, Stefano examines the principles and practices of two alternative and largely non-UNESCO frameworks for sustaining living cultural traditions: the philosophy of ecomuseology, and the discipline of public folklore in the context of the U.S. Arguing that they offer more collaborative, equitable, and effective ways forward for safeguarding ICH, Stefano demonstrates how they can address the limitations of the UNESCO-ICH paradigm.
