This book examines key emergent trends related to aspects of power, sovereignty, conflict, peace, development, and changing social dynamics in the African context. It challenges conventional IR precepts of authority, politics and society, which have proven to be so inadequate in explaining African processes. Rather, this edited collection analyses the significance of many of the uncharted dimensions of Africa's international relations, such as the respatialisation of African societies through migration, and the impacts this process has had on state power; the various ways in which both formal and informal authority and economies are practised; and the dynamics and impacts of new transnational social movements on African politics. This book analyses the rapidly increasing role of African states, leaders and other political actors in international politics in the 21st Century. In contrast to the conventional approach of studying how external actors impacted on Africa’s international relations, this book seeks to open up a new approach, focusing on the impact of African political actors on international politics. It does this by analysing African agency – the degree to which African political actors have room to manoeuvre within the international system and exert influence internationally, and the uses they make of that room for manoeuvre. With Christian revivals (including Evangelicals in the White House), Islamic radicalism and the revitalisation of traditional religions it is clear that the world is not heading towards a community of secular states. Nowhere are religious thought and political practice more closely intertwined than in Africa. African migrants in Europe and America who send home money to build churches and mosques, African politicians who consult diviners, guerrilla fighters who believe that amulets can protect them from bullets, and ordinary people who seek ritual healing: all of these are applying religious ideas to everyday problems of existence, at every level of society. Far from falling off the map of the world, Africa is today a leading centre of Christianity and a growing field of Islamic activism, while African traditional religions are gaining converts in the West. One cannot understand the politics of the present without taking religious thought seriously. Stories about witches, miracles, or people returning from the dead incite political action. In Africa religious belief has a huge impact on politics, from the top of society to the bottom. Religious ideas show what people actually think about the world and how to deal with it. Ellis and Ter Haar maintain that the specific content of religious thought has to be mastered if we are to grasp the political significance of religion in Africa today, but their book also informs our understanding of the relationship between religion and political practice in general.
Locating Africa on the global stage, this book examines and compares external involvement in the continent, exploring the foreign policies of major states and international organizations towards Africa. The contributors work within a political economy framework in order to study how these powers have attempted to stimulate democracy, peace and prosperity in the context of neo-liberal hegemony and ask whom these attempts have benefited and failed.
Moving beyond a self-indulgent attitude about Africa’s historical victimhood, the book seeks to capture how African states individually and Africa’s collective institutions (the AU) are providing agency in Africa’s international relations. While African states have been trailblazers in such ideas as ‘The Responsibility to Protect’, as conceived in the African Union Constitutive Act (2001) which preceded the United Nations (UN) Secretary General’s report “In Larger Freedom” (2005) in which the UN adopted the concept, African agency in international relations has not always been captured proactively. This volume seeks to document Africa (and African states) in a state of proactivity as opposed to a reactionary mode of international relations which has long been the case due to the discipline’s heavy concentration on the West. The main themes explored are: African agency in international relations and commerce, agency in Africa’s balancing of big and regional powers, reshaping Africa-EU relations beyond the Cotonou Agreements, Africa and international human rights institutions, African efforts in elections and conflicts in Africa and relationship building among African leaders.
This book offers readers an alternative history of the origins of the discipline of International Relations. Conventional, western histories of the discipline point to 1919 as the year of the ‘birth of the discipline’ with two seminal initiatives – setting up of the first Chair of IR at Aberystwyth and the founding of the Institute of International Relations on the side-lines of the Paris Peace Conference. From these events, International Relations is argued to have been established as a path to create peace in the post-War era and facilitated through a scientific study of international affairs. International Relations was therefore, both a field of study and knowledge production and a plan of action. This pathbreaking book challenges these claims by presenting an alternative narrative of International Relations. In this book, we make three interconnected arguments. First, we argue that the natal moment in the founding of IR is not World War I – as is generally believed – but the Anglo Boer War. Second, we argue that the ideas, methods and institutions that led to the making of IR were first thrashed out in South Africa – in Johannesburg, in fact. Finally, this South African genealogy of IR, we show in the book, allows us to properly investigate the emergence of academic IR at the interstices of race, Empire and science.
At the Second World War’s end, it was clear that business as usual in colonized Africa would not resume. W. E. B. Du Bois’s The World and Africa, published in 1946, recognized the depth of the crisis that the war had brought to Europe, and hence to Europe’s domination over much of the globe. Du Bois believed that Africa’s past provided lessons for its future, for international statecraft, and for humanity’s mastery of social relations and commerce. Frederick Cooper revisits a history in which Africans were both empire-builders and the objects of colonization, and participants in the events that gave rise to global capitalism. Of the many pathways out of empire that African leaders envisioned in the 1940s and 1950s, Cooper asks why they ultimately followed the one that led to the nation-state, a political form whose limitations and dangers were recognized by influential Africans at the time. Cooper takes account of the central fact of Africa’s situation—extreme inequality between Africa and the western world, and extreme inequality within African societies—and considers the implications of this past trajectory for the future. Reflecting on the vast body of research on Africa since Du Bois’s time, Cooper corrects outdated perceptions of a continent often relegated to the margins of world history and integrates its experience into the mainstream of global affairs.
