This open access book presents the proceedings of the 2nd Africa-EU Renewable Energy Research and Innovation Symposium (RERIS 18), held in Maseru, Lesotho in January 2018. The symposium aimed to foster research cooperation on renewable energy between Africa and Europe – in academia, as well as the private and public sectors. Broadening the Debate on EU-Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. The focus on chapters highlighting an African perspective offers an opportunity to redress an imbalance in scholarship, and also represents an effort to reinvigorate the EU-Africa discourse. The contributors scrutinise hitherto underexplored areas, from agricultural cooperation to sanctions to scientific collaboration, as new insights linger in the less visible margins of the relationship. Jointly, they push in the same direction, to broaden the debate on how subjects are approached in a field of study that has one-sidedly focus on the intended actions of the EU. International collaboration has become increasingly important in carrying out research activities. This book, written by a large group of scholars from Europe and Latin America, maps, analyses and discusses research collaboration between the two continents during the last twenty years. The empirical material underlines the richness and the variety of the links that bind the two continents, well beyond the simplified views of science, either as the brainchild of global networking or as a result of dependence. The book also develops an innovative methodological approach, combining bibliometric analysis, social surveying, in-depth interviews, and a careful analysis of research programmes and policies. There are fewer grounds today than in the past to deplore a North‑South divide in research and innovation. This is one of the key findings of the UNESCO Science Report: towards 2030. A large number of countries are now incorporating science, technology and innovation in their national development agenda, in order to make their economies less reliant on raw materials and more rooted in knowledge. Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. For many lower-income countries, sustainable development has become an integral part of their national development plans for the next 10–20 years. Among higher-income countries, a firm commitment to sustainable development is often coupled with the desire to maintain competitiveness in global markets that are increasingly leaning towards ‘green’ technologies. The quest for clean energy and greater energy efficiency now figures among the research priorities of numerous countries. Written by more than 50 experts who are each covering the country or region from which they hail, the UNESCO Science Report: towards 2030 provides more country-level information than ever before. The trends and developments in science, technology and innovation policy and governance between 2009 and mid-2015 described here provide essential baseline information on the concerns and priorities of countries that could orient the implementation and drive the assessment of the 2030 Agenda for Sustainable Development in the years to come.
This symposium, which was held on March 10-11, 2003, at UNESCO headquarters in Paris, brought together policy experts and managers from the government and academic sectors in both developed and developing countries to (1) describe the role, value, and limits that the public domain and open access to digital data and information have in the context of international research; (2) identify and analyze the various legal, economic, and technological pressures on the public domain in digital data and information, and their potential effects on international research; and (3) review the existing and proposed approaches for preserving and promoting the public domain and open access to scientific and technical data and information on a global basis, with particular attention to the needs of developing countries.
This book examines the landscape of sustained investment in research and innovation in Africa, which are critical for development. This cutting-edge analysis is based on empirical evidence and the author’s experience in managing health and related innovations on the continent and globally. It concludes, for the first time, that African innovation is largely driven by the principles of Social, rather than Technological innovation. The significance of this finding and the need to optimize, scale and sustain this dominant innovation is addressed in various chapters that analyze the status, challenges and opportunities. Particularly, the financing, collaboration and coordination patterns for these activities on the continent show a fragmented ecosystem that is largely dependent on external donors and aid. The importance of supportive policies, leadership and venture mechanisms that incentivizes public and private entities to innovate is further exemplified by the lessons of the COVID-19 pandemic. The book proposes mechanism to address identified challenges.
