Anti-U.S. base protests, played out in parliaments and the streets of host nations, continue to arise in different parts of the world. In a novel approach, this book examines the impact of anti-base movements and the important role bilateral alliance relationships play in shaping movement outcomes. The author explains not only when and how anti-base movements matter, but also how host governments balance between domestic and international pressure on base-related issues. Drawing on interviews with activists, politicians, policy makers and U.S. base officials in the Philippines, Japan (Okinawa), Ecuador, Italy and South Korea, the author finds that the security and foreign policy ideas held by host government elites act as a political opportunity or barrier for anti-base movements, influencing their ability to challenge overseas U.S. basing policies.
The rise of the Islamic State since 2014 has led to the re-emergence of terrorism as a serious security threat in Asia. Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.
This book shows how one of the most powerful tools of security studies—strategic culture—illuminates the origins and implications of the Asia-Pacific region’s difficult issues, from the rise of China and the American pivot, to the shifting calculations of many other actors. Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The case studies in this book survey the role of strategic culture in the behaviors of Australia, China, Japan, the Philippines, South Korea and the United States. They show the contrast between structural expectations and cultural predispositions, as realist geopolitical security threats and opportunities interact with domestic elite and popular interpretation of historical narratives and distinctive political-military cultures to influence security policies. The concluding chapter devotes special attention to methodological issues at the heart of strategic cultural studies, as well as how culture may impact the potential for future conflict or cooperation in the region. The result is a body of work that helps deepen our understanding of strategic cultures in the Asia-Pacific in comparative perspective and enrich security studies.
