Tuvalu is one of the smallest and most isolated countries in the world. With a population of some 11,000 people living on 26 square kilometers, Tuvalu is more than 3,000 kilometers away from its nearest major external market (New Zealand). The country faces tremendous challenges stemming from its remoteness, lack of scale economies, weak institutional capacity, and, above all, climate change and rising sea levels, which threaten the country’s very existence. This handbook aims to help Asian Development Bank staff and other development practitioners to more effectively plan, design, and implement projects in fragile and conflict-affected settings. The practical examples provided in this handbook have been drawn from the collective tacit knowledge of ADB's operational staff. These practical examples include innovative, flexible, streamlined, and simplified approaches to project processing and implementation that are relevant to fragile situations.
In 2011, the Asian Development Bank (ADB) approved $21.72 billion in financing operations, representing a 14.5% increase on 2010 financing, according to the latest Annual Report of the Board of Directors to the Board of Governors. The 2011 Annual Report highlights how ADB has helped developing member countries in Asia and the Pacific make progress toward inclusive growth.
