Climate projections show that Britain can expect wetter winters, drier summers and a higher likelihood of flash-floods, heat waves and droughts. Yet adaptation to climate change has been given only a fraction of the attention that has gone into reducing greenhouse gases. The Government must build awareness and support for the wide-ranging and urgent programme of action that is needed to protect people, property and prosperity and safeguard the natural environment. Adapting infrastructure and homes will be expensive. To maintain current levels of flood protection for homes, real terms spending on flood defences will need to increase from its current level of around £600 million per annum to around £1 billion in 2035. Estimates in 2009 suggest that by the end of the century around £7 billion may be needed to improve the Thames flood barrier and tidal defences. New homes being built now must be designed to cope with the inevitable changes in climate over the next 50 - 80 years. The Government must make adaptation and mitigation more central to the planning system. New developments should only be permitted if they are suited to future climates. Existing homes will also need to be adapted so that they are comfortable during hotter summers and better protected against the risk of flooding. The Government must help to kick start an integrated retro-fitting programme that covers adaptation, water efficiency and energy efficiency. Green infrastructure - such as water storage, greater tree cover and more open green spaces - must also be promoted.

Due to the lack of success in climate change mitigation efforts, the importance of adaptation is becoming more and more apparent and is now one of the main imperatives of international research and action. However, research on adaptation is mostly not directly applicable to adaptation policy or practice, leaving a gap between scientific results and practical advice for decision makers and planners. This book seeks to address this problem and bridge the gap and should provide readers with practical and applicable information on climate change adaptation. Following an introduction, the book is organised into four main sections, each reflecting an essential component in the adaptation process. Climate change adaptation is an emerging subject area and has gained increased political and academic attention within the last decade. Whereas most books in the field focus on adaptation in developing countries, this volume provides an examination of predominantly European policy and offers inter-disciplinary insight into cutting edge knowledge and lessons learnt in a relatively new field of implementation.
Monitoring and evaluation (M&E) of climate change adaptation (CCA) poses an assortment of thorny methodological challenges. Individually, none are unique to CCA, but together they represent a very distinctive conundrum facing practitioners and policy makers. Adding to this complexity further, climate change may be global in nature but its impacts, and how we respond to them through adaptation efforts, cut across scales, sectors, and levels of intervention. As investments in climate adaptation increase, organizations are seeking to measure, assess and understand an array of adaptation initiatives, and derive learnings to inform policy and praxis. This issue presents findings from many of the most important contemporary CCA program evaluation research initiatives. The chapters represent the most coherent and current collection of CCA M&E research in this emerging and important field, written by many of its leading experts.
