Residential buildings have continuously improved in energy efficiency, partly as a consequence of the introduction of energy regulations in many countries. Although better thermal properties and systems efficiency have lowered energy consumption for space heating in recent decades, substantial differences in energy consumption in similar dwellings are still being observed. These differences in consumption are thought to be caused by differences in occupancy patterns, by quality of construction and by rebound effects.This research addresses the effect of energy performance regulations and occupant behaviour on energy consumption for space and water heating in dwellings built after the introduction of the energy performance regulations in the Netherlands. The results of this research show that improving the energy efficiency of buildings alone is not enough to decrease that energy consumption.

Never were energy use and security of energy supply as high on the international political agendas as they are now. There seems to be a consensus that energy savings and sustainable energy production must have a high priority. Because the energy use in the residential and non-residential sectors account for a large part of the total energy use, new programs are being developed in order to limit the consumption of energy in these sectors and a lot of attention is put into increasing the energy efficiency of the existing building stock. Towards a Sustainable Northern European Housing Stock is based on a search and inventory of data on the existing Northern-European building stock and related policy developments. In this book, the authors try to give a realistic image of what is really known about the current quality of the building stock, the type of renovation activities that are undertaken and the policies being currently implemented. Recommendations are also made on how to improve the present situation.
A nation's cultural heritage represents its past, its present and its path to the future, but for many years, the cultural heritage in or adjacent to war and conflict zones has been subject to continual assault, both deliberate and unintended. This book presents papers delivered at the NATO Advanced Research Workshop entitled “Cultural heritage’s safety and security in zones of war or instability”, hosted online by the University of Rome from 25 to 27 November 2020. NATO has always been a leading player in the protection of cultural property (CPP) in the areas in which it intervenes, indeed, the protection of cultural property and common heritage is part of NATO’s core values. In addition to this, the illicit trade in antiquities and archaeological finds represents another danger to cultural heritage and can help to finance the terrorist groups that manage to seize these assets. The workshop aimed to explore ways to protect and safeguard cultural heritage in war zones or from terrorist attacks, and a group of international experts were invited to contribute presentations on selected topics of direct relevance to the processes in NATO with regard to CPP. Topics included: the experiences of international institutions; conservation and restoration; and countermeasures, technologies and examples of successful interventions. The book raises awareness of the importance of safeguarding cultural heritage and sets out ways of tackling the problem. It will be of interest to all those working in the field of protecting cultural heritage in unstable areas.
This open access book examines the role of citizens in sustainable energy transitions across Europe. It explores energy problem framing, policy approaches and practical responses to the challenge of securing clean, affordable and sustainable energy for all citizens, focusing on households as the main unit of analysis. The contribution of buildings to climate change is widely acknowledged. This book investigates how building regulatory systems are addressing the current and future effects of climate change, and how these systems can be improved. After presenting a comprehensive overview of how the current building regulatory system developed, some of the inadequacies are identified. The largest part of the book examines the potential for innovative policy solutions to address the real world problem of mitigating and adapting buildings to climate change. This publication contributes significantly to our understanding of the complexities of long-term energy efficiency in buildings. Germany is seen as a leader in thermal retrofit policy and practice, but how effective is its approach? A Critical Appraisal of Germany's Thermal Retrofit Policy examines this policy in context and assesses its effectiveness. It finds that technical constraints and the costs of retrofitting reduce the rate of progress, while planning underestimates the influence of user behavior in the form of rebound and prebound effects. A key finding is that savings can be maximized within a policy that understands the actual behavior and motivation of households, the area where most energy savings are already taking place. The book suggests a new policy paradigm that would encourage a better balance of partial and comprehensive retrofits, utilizing household behavior changes based on a better understanding of fuel saving motivation and fuel price elasticity. In this approach, the thermal building regulations would be made more flexible so that policymakers would: - Promote partial, transitional and cost-optimal retrofits, which are more certain to pay back through fuel savings if they are appropriate to building typology and homeowner budgets. - Promote comprehensive retrofits for reasons other than economic gain, focusing instead on the comfort and environmental benefits of energy-efficient homes. - Invest more heavily in educating households to heat economically, learning from the prebound effect so as to maximize the utility of the homes they currently occupy, and base payback time calculations on actual consumption. The results and findings of this book would be of interest to policymakers, researchers and graduate students alike.
Inequality and Energy: How Extremes of Wealth and Poverty in High Income Countries Affect CO2 Emissions and Access to Energy challenges energy consumption researchers in developed countries to reorient their research frameworks to include the effects of economic inequality within the scope of their investigations, and calls for a new set of paradigms for energy consumption research. The book explores concrete examples of energy deprivation due to inequality, and provides conceptual tools to explore this in relation to other issues regarding energy consumption. It thereby urges that energy consumption approaches be updated for a world of increasing inequality. Extreme economic inequality has increased within developed countries over the past three decades. The effects of inequality are now seen increasingly in health, housing affordability, crime and social cohesion. There are signs it may even threaten democracy. Researchers are also exploring its effects on energy consumption.
