Excerpt from Acts of the Eighty-Eighth Legislature of the State of New Jersey, and Twentieth Under the New Constitution, 1864 And whereas, the board of chosen freeholders of the county of Morris, at a special meeting of said board, held at Morristown, on the seventh day of January, eighteen hundred and sixty-four, deemed it necessary and proper to make an effort to fill the deficiencies of said quotas by volunteers, and to pay a bounty of three hundred and fifty dollars to every volunteer who shall enlist for that purpose and be accepted and mustered into the military service of the United States; and whereas, it has been supposed that the said board has no power to borrow money for such purpose, nor to secure the same, nor to impose taxes for the reimbursement of moneys borrowed for that purpose, and said board has applied to be invested with such powers - therefore.
