This volume discusses the rationale for and against multilateral development cooperation, with particular attention to international industrial development during the post-cold war era. This book examines the operational and political challenges facing UN peace operations deployed in countries where civil war and protracted violence have given rise to the complex and distinctive political economies of conflict. The volume explores the nature and impact of such political economies – informal systems of power and influence formed by the interaction of local, national, and region-wide war economies with the political agendas of conflict actors – on the course of UN peace operations. It focuses in detail on the UN’s long-running peace operations in the Democratic Republic of Congo, South Sudan, Afghanistan, Sierra Leone, Mali, and Somalia. The book is centrally concerned with the interaction of UN missions with the power structures and local conflict dynamics that shape individual mission settings, and the challenges these pose for mediation, protection of civilians, and other tasks. It also offers a critical assessment of the various ways in which the UN ‘system’, from its headquarters in New York to the field, has confronted the policy challenges posed by political economies of conflict-affected states, societies, and regions. It advances a pragmatic set of policy recommendations aimed at improving the UN’s ability to confront predatory and exploitative war economies. At the same time, the volume makes it clear that political and institutional obstacles to more effective UN action are certain to remain profound and are unlikely ever to be fully overcome let alone eradicated. International Institutions (IIs), International NGOs (INGOs) and Transnational Hybrid Organizations (THOs) play a hugely important role in the modern world economy. In spite of the climate finance commitment by the developed countries to mobilise jointly 100 billion USD per year by 2020 to address the needs of developing countries from a wide variety of sources, there is no clear agreement on the types of funds that might count as mobilised by developed countries and what private finance flows could be considered as mobilised for climate action in developing countries. This study identifies ten considerations that are key to estimating mobilised private climate finance. An example methodology is proposed for tracking mobilised private investment and the methodology is tested on three Nordic case studies. Through the further refinement of methodologies, it should be possible to develop common systems for M&E of finance enabling a clearer understanding of the finance landscape and the effectiveness of interventions for mobilising private investment.

If the Agreement’s goal - limit the global temperature increase below 2°C - is to be met, all financial flows need to shift dramatically and rapidly from current investment patterns to 2°C compatible pathways. This study analyses the roles Nordic actors might play in mobilizing finance flows internationally and outlines a roadmap that can guide joint Nordic action during the next five to ten years. While the roadmap covers components of “climate related ODA” and climate compatible contributions from the private sector, the focus of the roadmap lies on the crucial bridging and dialogue that is required between key actors. Building on identified Nordic strengths and areas needing accelerated international support, the report concludes with a set of immediate next steps to operationalize the roadmap in 2017-2018.
