The last decade of the 20th century was marked by a shift in how welfare-states deal with those at the bottom of the income ladder. This shift involved the introduction/strengthening of work-obligations as a condition for receiving minimum income benefits - which, in some countries, was complemented by efforts to help recipients return to the labour market, namely through the investment in active labour market policies (ALMP). Based on case-studies of developments in the US and eight European nations (UK, Norway, Denmark, Netherlands, Germany, France, Portugal and the Czech Republic), this book argues that this first set of reforms was followed by a second wave of reforms that, whilst deepening the path towards the focus on work, brings important innovations- be it the tools used to help recipients back to the labour markets (ex., financial incentives) and in how activation policies are delivered (ex., integration of benefit and employment services). Looking at the array of developments introduced during this period, we discern two key trends. The first concerns the strengthening of the role of the market in the governance of activation, which is visible in the strengthening of the focus on work, or the marketisation of employment services. The second, concerns a move towards the individualisation of service delivery, visible in the expansion of the use of personal action plans or in efforts to streamline service delivery. Finally, we show that the onset of the sovereign debt crisis in Europe, has triggered a new wave of reforms. Whilst tentative only, our analysis points to a worrying trend of the curtailment or benefits (Portugal) and activation services (Netherlands, Czech Republic) to minimum income recipients and, in parallel, a further deepening of the focus on work-conditionality (UK and Norway).

Work and the Welfare State places street-level organizations at the analytic center of welfare-state politics, policy, and management. This volume offers a critical examination of efforts to change the welfare state to a workfare state by looking at on-the-ground issues in six countries: the US, UK, Australia, Denmark, Germany, and the Netherlands. An international group of scholars contribute organizational studies that shed new light on old debates about policies of workfare and activation. This book explores welfare politics, unemployment, and interventions in relation to the labour market from a critical psychological perspective. Using critical fieldwork and theory, the author explores the administration of the unemployed, and the drive to increase labour market participation through strategies of activation. This book compares workfare policies in the United States and 'active labor policies' in Western Europe that are aimed primarily at the long-term unemployed, unemployed youth, lone parents, immigrants and other vulnerable groups often referred to collectively as the 'socially excluded'. The Europeans maintain that workfare is the best method of bringing the socially excluded back into mainstream society. Although there are differences in terms of ideology and practice, Joel F. Handler argues that there are also significant similarities, especially field-level practices that serve to exclude those who are the least employable or lack other qualifications that agencies favor. The author also examines strategies for reform, including protective labor legislation, the Open Method of Coordination, the reform of social and employment services, and concludes with an argument for a basic income guarantee, which would not only alleviate poverty but also provide clients with an exit option.
Social benchmarking is an evaluation method in which the performance levels of different public social programs are compared, either relatively to each other or to an absolute value. The first part of this research discusses the use of social benchmarking for the evaluation of active labour market policies. This part also develops a social benchmark model, which can be used to assess the performance of active labour market policies in general, and work-based employment programs in specific. The second part of this research consists of the actual benchmarking of the work-based employment programs in five countries: Australia, Canada, the Netherlands, Switzerland and the United Kingdom

The activation of social welfare recipients has been, and still is, a central issue in the development of social and employment policies in Europe. This ambitious book explores the employment effectiveness of minimum income schemes, and provides the first comprehensive examination of its dependency on how the rights and obligations of the recipients are defined. The book argues that the right to a minimum income can only be adequately justified with reference to the individual's right to personal development. Combining political theory and policy analysis, the author draws on evidence from eight different European countries to illustrate how it is possible to combine higher levels of employment effectiveness with the respect for recipients' right to personal development. There have been major shifts in the framework of social policy and welfare across Europe. Adopting a multi-level, comparative and interdisciplinary approach, this book develops a critical analysis of policy change and welfare reform in Europe. The book applies a dynamic and change oriented perspective to shed light on policy changes that are often poorly understood in the welfare literature, and contributes to a further development of the theoretical and conceptual frameworks for understanding social change. Using citizenship as a focus, several dimensions of change are analysed simultaneously: changes in the discipline of social policy itself; the changing character of social problems; changes in social policy and citizenship; and the emergence of new forms of social integration. The book also speculates on how different dimensions of change are interlinked.
