This book provides a detailed account of the evolution of India’s Look and Act East Policy, addressing the nuances of the policy and its efficacy for the Northeast Region. The Northeastern India as a region is landlocked, sharing most of its boundary with neighbouring countries of South and South East Asia. It empirically explores the progress in and prospects for trade, investment and connectivity between Northeast India and Southeast Asian countries. Further, it discusses a range of regional and sub-regional multilateral initiatives – e.g. the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Bangladesh-China-India-Myanmar (BCIM), and Mekong-Ganga Cooperation (MGC) – that could potentially strengthen the cooperation between Northeast India and neighboring regions in the social, cultural and economic spheres.
This book offers an understanding of the expectations and challenges of Northeast India in the context of India's Act East policy. It critically examines how the policy is being pursued by the incumbent Bharatiya Janata Party-led central government and analyses its relevance from local perspectives. Contributors to the book provide an examination of the differences between Look East and Act East policy and explanations of the expectations of India's neighboring countries, particularly Myanmar, towards Northeast India. This book examines India’s Northeast borderland – strategically positioned at the confluence of South Asia, East and Southeast Asia – from the perspective of international relations. The volume interrogates the geopolitics of region-making in both colonial and postcolonial times and traces the transformation of Northeast India from a British strategic frontier into a securitised borderland. This book explores discrimination against Northeast Indians, who have been frequently stereotyped as backwards, anti-national, anti-assimilationist, immoral, and relegated to low paying positions across retail, hospitality, telecommunications and wellness industries. The contributions draw on interviews with individuals who have migrated to other Indian cities and towns to find jobs and escape from native poverty, and provide a critical examination of the intersections between power, privilege and racial hierarchy in India today. The chapters cover a variety of perspectives including social movements and activism, history, policy, youth studies and gender studies. It is widely agreed that, over the past decade, accelerating infrastructure investments in India's North Eastern Region (NER) and neighboring countries, along with connectivity agreements with Bangladesh, hold immense promise for unlocking NER's economic potential. Other global trends, such as the growing incomes and consumer awareness in India and neighboring countries; a rising preference for fresh, healthy, safe, environmentally friendly, and socially responsible products; the growing role of services in manufacturing; and increasing demand for skilled resources are also very favorable for NER. Together, these developments can help NER showcase its strengths in agriculture and services, thereby developing value chains in these sectors, which will lead to sustainable, better-paying job opportunities for the people of NER. In this context, the World Bank, in consultation with stakeholders--government, private sector, and academia--analyzed two cross-cutting constraints that are encountered across all value chains and sectors in NER: connectivity and logistics, and product standards and quality infrastructure. To ground the policy in specific contexts, the team studied four sectors in depth: fruits and vegetables, spices, bamboo and related products, and medical tourism. Playing to Strengths lays out an initial policy framework for NER that integrates demand and supply and shows that, even with a low base in manufacturing, NER can leverage its strengths in agriculture and services to step up its growth. However, implementing this framework will require a different approach to doing business compared with the existing ecosystem and its associated value chains, which are mostly geared to local and/or price-conscious consumers. In capitalizing on its advantages, NER will not only accelerate its own development, but also will play an increasingly critical role in the government of India's "Act East" policy.
