ARQ addresses the needs of professionals across the full spectrum of defense acquisition, and it intended to serve as a mechanism for fostering and disseminating scholarly research on acquisition issues, for exchanging opinions, for communicating policy decisions, and for maintaining a high level awareness regarding acquisition management philosophies. Some of the articles in this issue are International Cooperative, Research and Development Programs, The Impact of the Packard Commission's Recommendations on Reducing Cost Overruns on Defense Acquisition Contracts, The Impact of the Buy American Act on Program Managers, Logistics Test and Evaluation: An Overview, Value Cost Management Report to Evaluate the Contractor's Estimate at Completion, and The Problem with Aviation COTS Depot Utilization and Commercialization.
