Developing operational concepts and investing in the related systems and manpower have always caused contention. It is more contentious and uncertain to make these choices when, as in the present, the following trends are apparent: * The international environment has changed, causing fundamental changes in the nature or relative emphasis of military operations and in the needs for new capabilities. Major systems are reaching the end of their lives, forcing decisions to modernize or eliminate particular force structures. Innovations in technology and doctrine are emerging, offering opportunities for dramatic improvements in military capabilities. Budget tightness necessitates that new forces provide a flexible range of capabilities as a hedge against uncertainty and that these capabilities be delivered in a more efficient way. In times like these, the process of making modernization decisions should also be reviewed. With major changes occurring in systems, forces, and the way those forces are used, force modernization proposals must be evaluated against an integrated set of future operational objectives and capability needs.
Military resource allocation choices are often continuous, especially when--as now--international events and domestic budgets require significant changes in the character and capabilities of U.S. military forces. The U.S. Air Force, Navy, and Marine Corps are in the process of replacing the bulk of today¿s fighter aircraft ¿ most of which were purchased in the 1980s ¿ with new F/A-18E/F, F-22, and F-35 (Joint Strike Fighter) aircraft. Although current procurement plans call for the purchase of about 2,500 aircraft over the next 25 years, the services are projecting that those purchases will not keep pace with the need to retire today¿s aircraft as they reach the limit of their service life. This study examines the capabilities and costs of the fighter force under DoD plans and the potential implications for DoD¿s long-term budget and inventory levels if planned purchases of new aircraft are insufficient to maintain fighter inventories called for by current service requirements.

The China Strategic Choices Tool (SCT) is a user-friendly, web-based application that allows participants to step into the shoes of Chinese statesmen and defense planners to make high-level resourcing and force structure decisions regarding the future of the People's Liberation Army (PLA). The China SCT simulates investments in and divestments from a broad portfolio of PLA capabilities, ranging from strategic nuclear weapons to major surface combatants to tactical fighter aircraft. The China SCT is designed to contribute to ongoing analysis and debates about China's military modernization and the Sino-American military rivalry.
