The project School-In was an in-service professional development project which aimed to improve inclusion and facilitate schools' academic results by taking the local context, expectation structures, and school culture into consideration. This intervention project was based on a systemic approach and designed to include the entire teaching staff, ensuring cross-disciplinary and cross-level impact. Conducted in five Norwegian municipalities, School-In was financed by the Research Council of Norway (NFR) as an innovation project for the public sector. This book gives a detailed overview of the project School-In, documenting its research and intervention methods. This book describes the Data Team Procedure: a method for data-based decision making that can help schools to improve their quality. It involves the use of teams consisting of 4-6 teachers, 1-2 school leaders and a data expert. The members of the team collaboratively learn how to use data to solve an educational problem within the school, adopting a systematic approach. The data team procedure is an iterative and cyclic procedure consisting of eight steps. The data team members are trained in the data team procedure by a coach. The coach visits the data team’s school regularly for a meeting and facilitates working according to the systematic procedure. Teams participate in data analysis workshops for more specific support. Divided into three parts, the book first describes the importance of data use and the data team procedure. Next, it describes two cases. The first case concerns a data team working on a school level problem: Reducing grade repetition. The second case concerns a data team working on a classroom level problem: low student achievement in English language. The last part of the book explains what it means to implement the data team procedure in the school, the conditions needed for implementing the data team procedure, and the factors that may hinder or support the use of data in data teams.

Looking at two smaller-scale systemic school improvement projects implemented in selected district circuits in the North West and Eastern Cape by partnerships between government, JET Education Services, and private sector organisations, this book captures and reflects on the experiences of the practitioners involved. The Systemic School Improvement Model developed by JET to address an identified range of interconnected challenges at district, school, classroom and household level, is made up of seven components. In reflecting on what worked and what did not in the implementation of these different components, the different chapters set out some of the practical lessons learnt, which could be used to improve the design and implementation of similar education improvement projects. Many of the lessons in this field that remain under-recorded to date relate to the step-by-step processes followed, the relationship dynamics encountered at different levels of the education system, and the local realities confronting schools and districts in South Africas rural areas. Drawing on field data that is often not available to researchers, the book endeavours to address this gap and record these lessons. It is not intended to provide an academic review of the systemic school improvement projects. It is presented rather to offer other development practitioners working to improve the quality of education in South African schools, an understanding of some of the real practical and logistical challenges that arise and how these may be resolved to take further school improvement projects forward at a wider district, provincial and national scale.
