This book delves into the political-economy of China’s Maritime Silk Road Initiative (MSRI), part of the larger Belt and Road Initiative (BRI), with a focus on Southeast Asia (SEA). It represents the second in a three-part book series on China’s MSRI. It discusses the state of the MSRI in various SEA countries such as Indonesia and Myanmar, highlights the international and domestic economic and political factors that shape individual SEA country’s embrace of China’s scheme, and examines the effects of China’s MSRI in individual SEA countries such as Cambodia and Malaysia. It also contemplates the role of third parties such as India and the United States on the behaviors of SEA countries and the implementation of the MSRI. It shows the MSRI is neither a boon nor bust and that the MSRI’s progress and effects are contingent on many factors requiring attention by those wanting to understand China’s mega initiative.

Chinese President Xi Jinping launched the Silk Road Economic Belt component of the One Belt One Road (OBOR) initiative at Kazakhstan in 2013. OBOR is a development strategy and framework that focuses on connectivity and cooperation among countries primarily in Eurasia. It consists of two main components, the land-based 'Silk Road Economic Belt' (SREB) and ocean-going 'Maritime Silk Road' (MSR). This book studies the equilibrium or balance between overland and maritime trade routes of OBOR.This book has two major sections. The interpretive section examines contemporary media narratives related to the OBOR initiative and how contemporary commentators appropriate narratives about historical events related to the maritime Silk Road to interpret current policy agendas and legitimize diplomatic or economic exchanges. In terms of institutional studies, the chapters related to Asian Infrastructure Investment Bank (AIIB) will look at the issues facing the Bank in its quest in forming a new world platform for multilateral development financing.The other section, the empirical case study of the publication highlights the fact that Euro-China High Speed Rail (HSR) and Central Asia-China HSR are not viable at the moment as passenger volume is not sufficient to justify the HSR line. This section examines the overland route of the OBOR and looks at recent Chinese HSR history and conventional sub-high speed rail technology development, and identifies technical & economic criteria determining the appropriate technology for a certain line. The chapter in this section will use the developed criteria to analyze the various rail linkage projects currently under study in the OBOR framework, highlight the economic, bureaucratic and geo-political challenges that these projects likely face and lay down conditions that will determine the outcome of these projects.

We live in a period of great uncertainty about the fate of America's global leadership. Many believe that Donald Trump's presidency marks the end of liberal international order-the very system of global institutions, rules, and values that shaped the American international system since the end of World War II. Trump's repeated rejection of liberal order, criticisms of long-term allies of the US, and affinity for authoritarian leaders certainly undermines the American international system, but the truth is that liberal international order has been quietly eroding for at least 15 years. In Exit from Hegemony, Alexander Cooley and Daniel Nexon develop a new, integrated approach to understanding the rise and decline of hegemonic orders. Their approach identifies three distinct ways in which the liberal international order is undergoing fundamental transformation. First, Russia and China have targeted the order, positioning themselves as revisionist powers by establishing alternative regional institutions and pushing counter-norms. Second, weaker states are hollowing out the order by seeking patronage and security partnership from nations outside of the order, such as Saudi Arabia and China. Even though they do not always seek to disrupt American hegemony, these new patron-client relationships lack the same liberal political and economic conditions as those involving the United States and its democratic allies. Third, a new series of transnational networks emphasizing illiberalism, nationalism, and right-wing values increasing challenges the anti-authoritarian, progressive transnational networks of the 1990s. These three pathways erode the primacy of the liberal international order from above, laterally, and from below. The Trump administration, with its "America First" doctrine, accelerates all three processes, critically lessening America's position as a world power.
