Since 1985, the Chinese government has given high priority to building roads, particularly high-quality roads that connect industrial centers. This report evaluates the contribution roads have made to poverty reduction and economic growth in China over the last two decades. It disaggregates road infrastructure into different classes to account for differences in their quality, and then estimates the impact of road investments on overall economic growth, agricultural growth, urban growth, urban poverty reduction, and rural poverty reduction. The report makes the case for a greater focus on low-quality and rural roads in future infrastructure investment strategies in China. It does so by showing how investing in low-quality and rural roads will generate larger marginal returns, raise more people out of poverty per yuan invested, and reduce regional development disparity more sharply than investing in high-quality roads. The study's findings will have considerable implications for China's infrastructure policy
Developing countries have for decades been trying to catch up with the industrialized high-income countries, but only a few have succeeded. Historically, structural transformation has been a powerful engine of growth and job creation. Traditional development aid is inadequate to address the bottlenecks for structural transformation, and is hence ineffective. In this book, Justin Yifu Lin and Yan Wang use the theoretical foundations of New Structural Economics to examine South-South development aid and cooperation from the angle of structural transformation. By studying the successful economic transformation of countries such as China and South Korea through 'multiple win' solutions based on comparative advantages and economy of scale, and by presenting new ideas and different perspectives from emerging market economies such as Brazil, India and other BRICS countries, they bring a new narrative to broaden the ongoing discussions of post-2015 development aid and cooperation as well as the definitions of aid and cooperation.
State governments recognize the value diaspora populations bring to development efforts worldwide. Since 2007, the Global Forum on Migration and Development has examined ways to highlight policies and programs that can magnify the resources, both human and financial, that emigrants and their descendants contribute to development. This handbook continues that effort on the basis of earlier investigations by the book's collaborating institutions, the academic and policy literature, consultations and in-depth interviews with government officials and nongovernmental actors, and input by 62 national governments. The handbook is divided into three major parts. Each part gives concrete examples of policies and programs that have been effective, and pulls out both useful lessons and common challenges associated with the topics at hand. The pivotal question now facing many policymakers is not so much if diasporas can benefit their countries of origin but how they do so and what kinds of government policies and programs can foster these relationships.
China’s emphasis on infrastructure development has received support from African leaders. Its focus on infrastructure development in Africa was endorsed by the signing of a Memorandum of Understanding between China and the African Union on 27 January 2015. The agreement outline plans for connecting African countries through transportation infrastructure projects, including modern highways, airports, and high speed railways. At the heart of Belt and Road Initiative lies the creation of an economic land belt that includes countries on the original Silk Road through Central Asia, the Middle East and Europe, as well as a maritime “road” that links China’s port facilities with the African coast, pushing up through the Suez Canal into the Mediterranean. China has from the outset emphasised that the Belt and Road Initiative will be developed within the framework of the five principles. These entails mutual respect for each other’s territorial integrity and sovereignty; non-aggression; non-interference in each other’s internal affairs; equality and mutual benefit; and peaceful coexistence. This volume provides an analysis of this stance by both African and Chinese scholars. Africa through its Agenda 2063 has been driving, among others, the re-industrialisation of its economies, improved connectivity and infrastructure development, diversification of energy sources, technology transfer and skills development. The Belt and Road Initiative provides an alternative path for Africa to realise some of these milestones.
