As countries design climate change adaptation policies, it is important to understand how workers alter behavior in response to changes in temperature. Nonetheless, the impact of temperature on labor markets is poorly documented, especially in Africa. We address this gap by analyzing panel surveys of labor choices by sector, contractual arrangement, and migration status in four East African countries. Merging survey information with high-resolution climate data, we assess how workers shift employment in response to temperature anomalies. Results suggest important distinctions between rural and urban areas. In urban areas, only agricultural self-employment and migration are responsive to temperature, with participation in both activities decreasing at high extremes. Urban out-migration is used as a tool to increase incomes in “good” years rather than an adaptation mechanism during bad years. In contrast, out-migration appears to be a means of adapting to high temperatures in rural areas, especially among households with relatively little agricultural land. The combined impact of these forces suggests that a 2 standard deviation increase in temperature results in a 7 percent increase in urban unemployment and no significant impact on rural unemployment.
Agricultural Productivity in Africa: Trends, Patterns, and Determinants presents updated and new analyses of land, labor, and total productivity trends in African agriculture. It brings together analyses of a unique mix of data sources and evaluations of public policies and development projects to recommend ways to increase agricultural productivity in Africa. This book is timely in light of the recent and ongoing growth recovery across the continent. The good news is that agricultural productivity in Africa increased at a moderate rate between 1961 and 2012, although there are variations in the rate of growth in land, labor, and total factor productivities depending on country and region. Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.
This book explores how vulnerable and resilient communities from SIDS are affected by climate change; proposes and, where possible, evaluates adaptation activities; identifies factors capable of enhancing or inhibiting SIDS people’s long-term ability to deal with climate change; and critiques the discourses, vocabularies, and constructions around SIDS dealing with climate change. The contributions, written by well-established scholars, as well as emerging authors and practitioners, in the field, include conceptual papers, coherent methodological approaches, and case studies from the communities based in the Caribbean Sea and the Indian, Atlantic, and Pacific Oceans. In their introduction, the editors contextualise the book within the current literature. They emphasise the importance of stronger links between climate change science and policy in SIDS, both to increase effectiveness of policy and also boost scholarly enquiry in the context of whose communities are often excluded by mainstream research. This book is timely and appropriate, given the recent commission by the Intergovernmental Panel on Climate Change (IPCC) of a Special Report that aims at addressing vulnerabilities, “especially in islands and coastal areas, as well as the adaptation and policy development opportunities” following the Paris Agreement. Coupled with this, there is also the need to support the policy community with further scientific evidence on climate change–related issues in SIDS, accompanying the first years of implementation of the United Nations Sustainable Development Goals.
This study examines the impact of climate change on cropland in Africa. It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.
Abstract: This paper examines the distribution of climate change impacts across the 16 agro-ecological zones in Africa using data from the Food and Agriculture Organization combined with economic survey data from a Global Environment Facility/World Bank project. Net revenue per hectare of cropland is regressed on a set of climate, soil, and socio-economic variables using different econometric specifications "with" and "without" country fixed effects. Country fixed effects slightly reduce predicted future climate related damage to agriculture. With a mild climate scenario, African farmers gain income from climate change; with a more severe scenario, they lose income. Some locations are more affected than others. The analysis of agro-ecological zones implies that the effects of climate change will vary across Africa. For example, currently productive areas such as dry/moist savannah are more vulnerable to climate change while currently less productive agricultural zones such as humid forest or sub-humid zones become more productive in the future. The agro-ecological zone classification can help explain the variation of impacts across the landscape.
