Excerpt from A Review of the Administration and Civil Police of the State of New York, From the Year 1807, to the Year 1819 The Views herewith presented, were originally sketched in intervals of leisure, to gratify the curiosity of an old and distinguished member of Congress; and the epistolary form, that was then adopted, was found convenient enough to be preserved. The volumes of calumny that have recently rolled from the press, and the asperities they have nurtured, have induced the author to collate his fugitive communications, and submit them to public scrutiny. In expressing his opinions, he has aimed to maintain the independence which becomes the republicanism of his principles, and the decorum due to the society which has cherished and protected him; to be candid, and avoid personal aspersion: and to exhibit, without ostentation, facts which cannot be disputed, and which interest every citizen. It is possible, however, that the usual equanimity of his temper may have occasionally deserved him, and his intentions have been thwarted.
