Every state in the world has undertaken human rights obligations on the basis of UN treaties. Today's challenge is to enhance the effectiveness of procedures and institutions established to promote the accountability of governments. The six treaty bodies that monitor and evaluate state policies and practices play a vital role, but the whole system has been stretched almost to breaking point. It is under-funded, many governments fail to report or do so very late or superficially, there is a growing backlog of individual complaints, broad reservations have been lodged by many states, and the expertise of committee members has been questioned. This volume contains detailed analyses of the strengths and weaknesses of the system, written by leading participants in the work of the treaty bodies. Their recommendations provide a blueprint for far-reaching reform of a system of major importance for the future of international efforts to protect human rights.
Social Policy in East and South East Asia provides the first systematic comparison of the policy sectors of income maintenance, health, housing and education in Hong Kong, South Korea, Singapore and Taiwan. It focuses particularly on the provision and financing arrangements of these four Asian newly industrialized economies and their outcomes in terms of adequacy, efficiency and equity, drawing on extensive primary research carried out by the author. Hong Kong has remained a wealthy financial hub despite its exportoriented economy being adversely interrupted by the challenging global economic uncertainties and vulnerabilities that have occurred since the late 1990s. Yet, Hong Kong's income inequality is greater than that in any developed economy. The growing unequal income distribution and poverty in Hong Kong have aroused public concern. This book is a timely and important opportunity to advance the theory and practice of poverty and social exclusion measurement, and to conduct policy relevant analyses in Hong Kong. This collection was inspired by the workshop formed one key research output of the Poverty and Social Exclusion in Hong Kong (PSEHK) project funded by the Research Grants Council and the UK Economic and Social Research Council. This thoughtfully edited volume explores the operation of equality and discrimination law in times of crisis. It aims to understand how existing inequalities are exacerbated in crises and whether equality law has the tools to understand and address this contingency. Experience during the COVID-19 crisis shows that the pandemic has acted as a catalyst for 'exponential inequalities' related to racism, xenophobia, sexism, homophobia, transphobia, ageism, and ableism. Yet, the field of equality law (which is meant to be addressing such discrimination or inequality) has had little immediate relevance in mitigating these exponential inequalities. This is despite the fact that countries like the UK have a rather recent and state-of-the-art legislation in the field, namely the Equality Act 2010.
