From its beginnings in England as a constabulary, intended only to keep the peace rather than to make arrests, policing has had a tumultuous, controversial history. Police pursuits, often receiving a lot of media attention, have become a topic of concern and priority for both law enforcement and the communities they serve. They often come with high risks for the well-being of community members and for both the police officers involved in the chase as well as for the fleeing suspects. In this brief, we summarize what is known about police pursuits, from both legal decisions and criminological research. We then discuss the impact of this research on police pursuit policy, court decisions, and media reports. We offer suggestions about the need for more development and use of research, and the challenges for research to be integrated into police policies, training, supervision and accountability systems.

Non-lethal weapons (NLWs) are designed to minimize fatalities and other undesired collateral damage when used. Events of the last few years including the attack on the USS Cole have raised ideas about the role NLWs can play in enhancing support to naval forces. In particular to what extent and in what areas should Department of the Navy (DoN) -sponsored science and technology (S&T) provide a research base for developing NLW capabilities? To assist with this question and to evaluate the current NLWs program, the Joint Non-Lethal Weapons Directorate (JNLWD) and the Office of Naval Research (ONR) requested the National Research Council perform an assessment of NLWs science and technology. The report presents the results of that assessment. It discusses promising NLW S&T areas, development accomplishments and concerns about NLW, and series of recommendations about future NLW development and application.
