The American business community has come to view Japan with decidedly mixed feelings compounded of admiration and growing uneasiness. The admiration stems from the manner in which Japan has recovered from the setbacks caused by World War II, and has emerged as one of the worlds foremost economies. The uneasiness stems not just from the impact which Japanese economic growth has had on American economy, but from the feeling that Japan may be playing the economic game under a different set of rules than obtain in this country. The continuous interaction between business and government in Japan has been summed up by a pungent phrase. In the United States, corporations and government generally each work in their separate spheres. In Japan, outsiders at least seem to be dealing with something that popularly has come to be called, "Japan, Incorporated."The purpose of this study is to investigate and explore the meaning and significance of "Japan, Incorporated," especially for U.S. businessmen who of necessity or by preference do business with or in Japan. Chapter I focuses attention on the extraordinary growth of the Japanese economy n the 1960s, and its impact n the United States. It also reviews the many factors that have contributed to this growth. This inquiry leads naturally to the relationship of Japanese business and government, which is the studys chief concern. For the business and government relationship in Japan, the pre-war period was an era of considerable change. Framed by Japan’s nation-building efforts, the relationship adapted and evolved with the often fluid economic and political circumstances. As both business and government had vested interests in the direction and success of Japan’s industrialization process, on one level they became partners. At the same time, though, they were both stakeholders in the fiercely competitive iron and steel industry. This book explores how that partner-competitor relationship worked during the amalgamation of this strategic industry from 1916 to 1934, demonstrating how both parties engaged in meaningful negotiation through the open forum of the Shingikai - or Councils of Deliberation - throughout the pre-war period. Drawing upon the original minutes of the debates, it shows the ways in which the participants defended their vested interests and sought to forge agreement, taking the forum seriously as a means of influencing outcomes, and not simply as a mere exercise of artifice deployed to shroud the real locus of decision-making. Business-Government Relations in Prewar Japan is an important contribution to the literature on the relationship between government and business in pre-war Japan.
The Occupation era (1945-1952) witnessed major change in Japan and the beginnings of its growth from of the ashes of defeat towards its status as a developmental model for much of the world. The period arguably saw the sowing of the seeds of the post-war flowering of what some term the ‘postwar Japanese economic miracle’. However, some scholars dispute this position and argue that the Occupation's policies and impacts actually hindered Japan's recovery. This volume addresses this question and others surrounding the business and economic history of this crucial period. "Ayukawa Yoshisuke (1880–1967) was the founder of the Nissan conglomerate and the leader of the Manchuria Industrial Development Corporation, one of the linchpins of Imperial Japan’s efforts to economically exploit its overseas dependencies. Despite his close association with the Japanese government from the 1920s to the 1950s, Ayukawa was a proponent of free trade and global economic interdependence. He sought to lessen state control of Japan’s economy by trying to attract foreign—especially American—capital and technology in the years surrounding World War II. In the postwar era in particular, Ayukawa actively pushed the growth of small- and medium-sized firms, yet his efforts were ultimately unsuccessful. In Unfinished Business, through exploring the reasons for Ayukawa’s failure, Haruo Iguchi illuminates many of the economic problems of today’s Japan."
Over the postwar period, the scope of industrial policy has expanded markedly. Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industries—like biotechnology, telecommunications, and information processing—will follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology?
