Here the personal note becomes predominant. All international relations are based upon the judgments and decisions Of sovereigns and statesmen. These policies may be good or bad, wise or unwise, but they are essentially products Of reflection. The reasons on which they are based may be dynastic or national, and may owe their origin to any Of the conditions that influence human action; but the action that results from them is the outcome Of the thought and feeling Of the time as manifested in those who direct public policy. Regarded from this point Of view, history has a new mean ing and a new value. We are no longer invited to take an interest in a succession Of events without relation to the great problems Of existence, or even to one another; such as the sequence of dynasties, the fatalities Of battles, and mere series Of dates that serve only to place occurrences in a definite chronological order. History becomes to us, in stead, the explanation Of progress or retrogression, as the case may be, in the attainment Of purposes that affect the condition Of man and society.
