This guide to the Federal Labor Relations Authority (FLRA) Program is designed to assist readers, in a nontechnical way, to improve their understanding of the rights and obligations of Federal agencies, employees, and labor organizations under the Federal Service Labor-Management Relations Statute (Title VII of the Civil Service Reform Act of 1978, 5 U.S.C. par. 7101-7135). While the Guide is not an official interpretation of the Statute, nor is it a statement of official FLRA policy, it is helpful for Federal employees who wish to understand their rights.
