The Sectoral Partnership Initiative (SPI) is a five-year program designed to facilitate the development of a training culture and increase private-sector investment in training, in which the federal government assists the private sector in developing sectoral partnerships for co-ordinating human resource management. Funding is delivered through sector councils. This report presents a formative evaluation of the SPI, based largely on a case study approach in which each of eleven selected sector councils served as a single case. After an introduction containing background on the SPI and the evaluation issues & methodology, evaluation findings are presented with regard to SPI rationale (relevance to sectoral needs, relevance of sector agreements & councils to SPI goals, lines of accountability) and delivery results (including satisfaction with the SPI process, council structure & design, SPI awareness & take-up, equity issues, and self-sufficiency).
