In an age of limited resources, there is concern that highway safety may not receive adequate attention to ensure that it is properly considered in the allocation of resources among competing needs. This report is directed to transportation administrators and others who make such decisions; it presents recommendations for guidance to them that will detail elements to consider and methods to use to ensure that safety is a consideration in every highway improvement project. The topic is addressed in subgroups dealing with highway traffic operations, maintenance, upgrading and rehabilitation, construction and reconstruction, and program administration. Additional background is contained in workshop summaries and in resource papers.
