Though Europe’s universities are very well represented among the world’s top 200 universities, they are almost entirely absent from the top fifty. In this impassioned book, Jo Ritzen argues that European universities are economically, culturally, and socially underexploited, and he outlines a series of changes necessary to make these institutions more successful. He advocates reorganizing universities to favor innovation over bureaucracy, securing financing from private sources to meet the gaps left by public budget cuts, and matching and selecting students with an eye toward effectively educating for an international labor market. With such reinvention, universities would become instrumental to strengthening the European competitive position through economic innovation, increased social cohesion, and a more vibrant cultural dynamism.
This book calls upon us to rethink and reboot the European Union. The authors dissect the EU’s many vulnerabilities: how some Member States are backsliding on the rule of law, freedom of the press, and control of corruption – and how globalization’s ‘discontents’ are threatening the liberal international order. It examines the need for a common immigration policy; the need to rethink the unsustainable debt overhang of some Eurozone countries; and the need to use education to foster a European identity. Given the sum total of these vulnerabilities, the book argues, the EU may not survive beyond 2025 in its present form – that is, unless decisive action is taken. In turn, the book puts forward a number of workable solutions: a European economic model to secure full employment; a stronger European Court of Human Rights to counter systemic violations; a points-based immigration policy; clear exit options for the Eurozone; and an Open Education Area with a common second language. These solutions may reduce the number of EU countries, but would increase cohesion and overall survivability.
The recent decade brought about new ways of thinking about universities. European-level educational policies became increasingly influential as the agenda of university reforms was viewed as part of greater Lisbon strategy reforms. National governments adopted the economic concept of the university consistently developed in subsequent official documents of the European Commission. Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO.
