The sixteenth edition of Social policy in the European Union: state of play has a triple ambition. No analysis of migration in Europe today can avoid consideration of the role of the EU institutions, as well as the member states, in policy-making. This is because the obstacles for labour mobility which have confronted the EU in the post-enlargement period have been multi-dimensional in nature, have encompassed many different aspects of European integration process, and have operated at many different levels. Recent developments in the free movement of labour in Europe entail a comprehensive analysis of the dynamic of migration policy process, contextualising institutional change, cooperation, control and competition between the EU institutions and the member states. Mobilities within the European Union (EU) have changed significantly since the classical intra-regional migrations of the 1950s–1970s. After a period of reduced, less visible flows in the 21st century mobilities increased again, first linked to EU expansion towards the East, and from 2008, with renewed South-North flows following the impact of the Great Recession on Southern European countries. It is in this context that the current volume explores how these recent migrations reflect new and more complex patterns of mobility, increasingly uncertain and unstable, involving both natives and naturalised migrants. It also seeks to unpack the multiple connections between these new migration systems and other systems affecting social protection, gender and citizenship, and how these intersect with other factors such as class, age, race and ethnicity. The different chapters of the book examine this covering a wide variety of cases, including intra-EU flows from Portugal and Spain, recent Spanish and Latin American migrants in London, Paris and Brussels, and Romanian migration to the UK and France, thus adding to its richness. This book will be of interest to academics, researchers and advanced students of Sociology, Anthropology, Geography, Gender Studies, Public Policy, and Politics. Knjiga z zbirko esejev, ki pokrivajo različne teme, perspektive in geografske kontekste, konceptualno sledi svoji predhodnici. Vendarle pa drugi del po vsebini presega prvega, saj vključuje razmišljanja, perspektive in kritične analize priznanih tujih raziskovalcev, ki naslavljajo nekatera najbolj ključna vprašanja v preseku med dinamiko trga dela v EU in vzorci čezmejne delovne mobilnosti. This highly original book constitutes one of the first attempts to examine the problem of distributive justice in the European Union in a systematic manner. João Labareda argues that the set of shared political institutions at EU level, including the European Parliament and the Court of Justice of the EU, generate democratic duties of redistribution among EU citizens. Furthermore, the economic structure of the EU, comprising a common market, a common currency and a free-movement area, triggers duties of reciprocity among member states. The responsibilities to fulfil these duties, Labareda argues, should be shared by the local, national and supranational levels of government. Not only should the EU act as a safety net to the national welfare systems, applying the principle of subsidiarity, but common market and Eurozone regulations should balance their efficiency targets with fair cooperation terms. The concrete policy proposals presented in this book include a threshold of basic goods for all EU citizens, an EU labour code, a minimum EU corporate tax rate and an EU fund for competitiveness. Labarada argues that his proposals match the political culture of the member states, are economically feasible, can be translated into functioning institutions and policies and are consistent with the limited degree of social solidarity in Europe. This book is a major contribution to the understanding of what a just Europe would look like and what it might take to get us there.
