This report examines socioeconomic changes that occurred between 1990 and 2003 associated with implementation of the Northwest Forest Plan (the Plan) in and around lands managed by the Okanogan-Wenatchee National Forest in Washington state. Our findings are based on quantitative data from the U.S. census, the USDA Forest Service and other federal databases, historical documents, and interviews with Forest Service employees and members of five case study communities: Naches Valley, Cashmere, Entiat, Twisp, and the Upper Okanogan Valley. We explore how the Plan affected the flow of socioeconomic benefits associated with the Okanogan-Wenatchee National Forest, such as the production of forest commodities and forest-based recreation, agency jobs, procurement contract work for ecosystem management activities, grants for community economic assistance, payments to county governments, and opportunities for collaborative forest management. The greatest socioeconomic change stemming from the national forest during the study period was the sharp decline in timber harvest activities, a change that had been underway prior to the Plan. This decline not only affected timber industry jobs in local communities, but also resulted in declining agency budgets and staff reductions. Communities responses differed. Communities with greater economic diversity were able to absorb the changes in forest management, whereas communities more heavily dependent on timber experienced an additional destabilizing effect.
Fire managers need better estimates of fuel loading so they can more accurately predict the potential fire behavior and effects of alternative fuel and ecosystem restoration treatments. This report presents a new fuel sampling method, called the photoload sampling technique, to quickly and accurately estimate loadings for six common surface fuel components (1 hr, 10 hr, 100 hr, and 1000 hr downed dead woody, shrub, and herbaceous fuels). This technique involves visually comparing fuel conditions in the field with photoload sequences to estimate fuel loadings. Photoload sequences are a series of downward-looking and close-up oblique photographs depicting a sequence of graduated fuel loadings of synthetic fuelbeds for each of the six fuel components. This report contains a set of photoload sequences that describe the range of fuel component loadings for common forest conditions in the northern Rocky Mountains of Montana, USA to estimate fuel loading in the field. A companion publication (RMRS-RP-61CD) details the methods used to create the photoload sequences and presents a comprehensive evaluation of the technique.

Forest mensuration – the science of measurement applied to forest vegetation and forest products – holds value for basic ecology as well as sustainable forest management. As demands on the world’s forests have grown, scientists and professionals are increasingly called on to quantify forest composition, structure, and the goods and services forests provide. Grounded in geometry, sampling theory, and ecology as well as practical field experience, forest mensuration offers opportunities for creative problem solving and critical thinking. This fifth edition of the classic volume, Forest Mensuration, includes coverage of traditional and emerging topics, with attention to SI and Imperial units throughout. The book has been reorganised from the fourth edition to better integrate non-timber and ecological aspects of forest mensuration at the tree, stand, forest, and landscape scales throughout. The new edition includes new chapters that specifically address the integration of remotely sensed data in the forest inventory process, and inventory methods for dead and downed wood.
