This volume, the first of two volumes is a compilation of 25 unclassified/unlimited-distribution technical papers presented at the Joint Army-Navy-NASA-Air Force (JANNAF) 19th Propulsion Systems Hazards Subcommittee (PSHS) meeting held jointly with the 37th Combustion Subcommittee (CS) and 25th Airbreathing Propulsion Subcommittee (APS), and 1st Modeling and Simulation Subcommittee (MSS) meetings. The meeting was held 13-17 November 2000 at the Naval Postgraduate School and Hyatt Regency Hotel, Monterey, California. Topics covered at the PSHS meeting include: impact and thermal vulnerability of gun propellants; thermal decomposition and cookoff behavior of energetic materials; violent reaction and detonation phenomena of solid energetic materials subjected to shock and impact loading; and hazard classification, and insensitive munitions testing of propellants and propulsion systems.
The JANNAF Safety and Environmental Protection Working Group Specialist Session was devoted to safety considerations in the processing, handling and transportation of PEP materials (propellants, explosives and pyrotechnics). Since 1990, hundreds of gay, lesbian, bisexual, and transgendered people have been assaulted or murdered in Canada, but so far there has been little mention of the phenomenon in Canadian criminology textbooks or other publications. This is the first book to analyze homophobic violence on a national scale. It uses social theory, legal analysis, descriptive case studies, and interviews with victims, activists, and police officers from thirty cities to convey the shattering impact this violence has had on queer Canadians and on the communities they inhabit. It critically examines the concept of homophobia, the ‘homosexual panic defence,’ the ignorance and brutality of some Canadian police officers, and hate crime legislation and policies that, despite good intentions, are often powerless to counteract this complex and troubling problem.
Fundamentals of Space Systems was developed to satisfy two objectives: the first is to provide a text suitable for use in an advanced undergraduate or beginning graduate course in both space systems engineering and space system design. The second is to be a primer and reference book for space professionals wishing to broaden their capabilities to develop, manage the development, or operate space systems. The authors of the individual chapters are practicing engineers that have had extensive experience in developing sophisticated experimental and operational spacecraft systems in addition to having experience teaching the subject material. The text presents the fundamentals of all the subsystems of a spacecraft missions and includes illustrative examples drawn from actual experience to enhance the learning experience. It includes a chapter on each of the relevant major disciplines and subsystems including space systems engineering, space environment, astrodynamics, propulsion and flight mechanics, attitude determination and control, power systems, thermal control, configuration management and structures, communications, command and telemetry, data processing, embedded flight software, survuvability and reliability, integration and test, mission operations, and the initial conceptual design of a typical small spacecraft mission.
In the bottom-up review of America's defense needs, DoD judged that it is prudent to maintain the capacity to fight and win two nearly simultaneous major regional conflicts, and determined the forces, capability improvements, and funding necessary to do so. This report discusses this bottom-up review and examines assumptions about key aspects of the two-conflict strategy to determine whether they reasonably support DoD's conclusions that the projected force, with capability enhancements, can execute the strategy. One part of the President's National Performance Review initiative has been the establishment of reinvention labs in a number of departments and agencies. They are designed to test ways that agencies could improve their performance and customer service by reengineering work processes and eliminating unnecessary regulations. This report reviews the focus and development status of the labs; factors that hindered or assisted their development; whether labs were collecting performance data; and whether the labs achieved their goals. 200 labs surveyed.
